2028/2029 admissions: SEC, PSE, JC and polytechnic rules
Start with the intended intake year. The first SEC examination is in 2027, while the new post-secondary admissions framework starts in 2028. Here is what families planning for 2028 or 2029 should check.

Examination year and admission year are different
| Year | What it means |
|---|---|
| 2027 | First SEC examination, with subjects at G1, G2 or G3. Results follow in January 2028. |
| 2028 intake | New PSE process and revised admission aggregates take effect. |
| 2029 intake | Use the published framework from 2028 as your planning starting point; verify the eventual 2029 course requirements and application instructions separately. |
For example, a student sitting SEC in 2028 would normally be planning a 2029 intake. That timeline is not confirmation of a particular diploma’s 2029 requirements. See MOE’s SEC announcement and the PSE overview and timeline.
PSE brings several pathways into one process
From 2028, eligible applicants can apply through PSE for JC, MI, polytechnic diploma and PFP routes, and ITE two- and three-year Higher Nitec courses. Eligibility for the exercise does not mean eligibility for every course.
Net aggregate score remains the primary posting criterion. Where applicants tie for the last place, the announced order is citizenship, choice order, gross aggregate score, then computerised balloting. DSA-JC, Poly-EAE and ITE-EAE continue as separate talent or aptitude routes. Read MOE’s PSE announcement. Arts institutions have their own admissions processes; follow the institution’s instructions.
Polytechnic Year 1: four G3 results and a G2-equivalent result
The published ELR2B2 framework uses G3 grades for English, two relevant subjects and the first best subject. The second best subject uses a G2-equivalent grade, including mapping where a G3 result is used. If both best subjects are G3, the better native grade stays in the first-best slot and the other is mapped.
The general net aggregate ceiling is 22; Nursing uses 24. A course’s minimum entry requirements remain a separate check. G3 A1–B3 maps to G2 grade 1; B4–C6 to 2; D7 to 3; E8 to 4. G3 grade 9 and G2 grades 5–6 cannot enter this aggregate.
MOE currently labels its CourseFinder references as 2026 information and asks families to revisit in mid-2027 for 2028 details. Check the full polytechnic framework. Do not compare a mapped future aggregate directly with an old O-Level cut-off.
JC and MI: L1R4, with distinct relevant subjects
From 2028, JC requires a gross L1R4 of 16 or better; MI requires 20 or better. The five results use G3 grades: first language; one Humanities subject; one Mathematics or Science subject; another Humanities, Mathematics or Science subject; and one other best subject.
This is not simply the best five grades without subject constraints. English, Mathematics and Mother Tongue requirements also apply, with specified conditional-admission provisions. Bonus points reduce the score used for posting, not the gross eligibility threshold. MOE publishes a three-point cap for the ordinary bonus combination, with additional language-elective points for selected programmes. Read the JC and MI criteria and exceptions before using a calculation.
PFP and ITE have their own requirements
PFP uses ELMAB3 at G2-equivalent grades, with a gross aggregate of 12 or better and cluster-specific requirements. This is not the Year 1 diploma ELR2B2 calculation. CCA bonus points are used for posting after gross eligibility is checked. See MOE’s PFP rules.
For ITE, choose the relevant two- or three-year Higher Nitec route from the official PSE pathway list and check that route’s subject levels and course requirements. A historical N-Level example in our ITE planner does not establish SEC eligibility.
A practical checklist for 2028/2029 families
- Write down the intended intake year and examination year separately.
- Record both the grade and level for each subject; G2 and G3 numbers are not interchangeable.
- Check the aggregate, specific subject requirements and any selection conditions separately.
- Recheck the official course page for the intended intake. Treat 2026 examples as references.
- Use the final official application instructions and dates; our planning tools do not submit an application.
The free ELR2B2 A/B/C/D calculator supports intake-year planning illustrations using three fixed course examples. It does not verify unpublished future course requirements or calculate JC, MI, PFP or ITE eligibility. Read the aggregate explanation before interpreting the result.
